Grandwin Case Selected as a Typical Legal Service Case for the 7th Belt and Road Initiative

On December 20, the 7th Belt and Road Legal Service Typical Cases Release Ceremony, hosted by Legal Daily, was held in Beijing. A total of 321 legal service cases with strong practical significance were submitted for this year’s selection.


Following a rigorous review by an expert panel, 43 outstanding cases were selected across five categories, including Special Contribution Institutions, Dispute Resolution, Investment, Compliance Legal Services, and Legal Service Innovation. Among them, the case “Anti-Dumping Investigation by Chile on Steel Grinding Balls and Grinding Rods from China”, handled by the team led by Dr. Jian  GUAN of Grandwin Law Firm, was recognized as a Typical Case of Legal Service Innovation, once again demonstrating the team’s extensive expertise and practical experience in cross-border legal services, particularly in international trade remedy matters.

Case Overview: Successful Resolution of the Chile Anti-Dumping Investigation


On November 28, 2023, Chile initiated an anti-dumping investigation into imports from China of common steel grinding balls with a diameter of less than four inches and related steel grinding rods.


The team led by Dr. Guan Jian represented two Chinese steel enterprises in responding to the investigation. Through on-site research and collaboration with Chilean counsel, the team successfully completed the submission of questionnaire responses.


On March 27, 2024, the Chilean authority issued its preliminary determination, imposing anti-dumping duties ranging from 10.3% to 14.2%. The legal team promptly submitted objections and additional comments, and provided supplementary export data on April 22 as requested.


On April 20, the Chilean authority unexpectedly increased the provisional duty rate to 24.9%–33.5%. The team immediately coordinated with the clients and local counsel to develop a response strategy, facilitating the importer to file a lawsuit before the court on May 7.


Ultimately, following coordinated efforts by all parties, the Chilean government announced the termination of the investigation on September 3 and September 9, without imposing any anti-dumping duties, bringing the case to a successful conclusion.
