Partner Jian GUAN Reappointed as Member of WIPO Independent Advisory Oversight Committee

Recently, Jian GUAN, Managing Partner of Beijing Grandwin Law Firm, received an official reappointment from the World Intellectual Property Organization (WIPO) to serve as a member of the WIPO Independent Advisory Oversight Committee (IAOC). His new term runs from February 1, 2026, to February 1, 2029, marking his second (and final) three-year term.


As a specialized agency of the United Nations, WIPO is one of the most authoritative international organizations in the field of global intellectual property governance, responsible for coordinating the formulation of global IP rules and promoting the protection and dissemination of innovative achievements. Its decision-making and oversight systems directly impact the fairness and efficiency of the international IP ecosystem. The IAOC is WIPO's core oversight body, composed of seven members from seven different regional groups within WIPO. It undertakes independent advisory and oversight functions concerning key matters such as organizational management and financial regulations. Members must possess profound professional backgrounds, independent judgment, and an international perspective. Their selection undergoes rigorous screening, representing the international community's high recognition of professional competence and credibility.


During his first term (2023-2026), Partner Jian GUAN, leveraging his extensive experience in legal compliance and governance oversight, provided high-quality support for the IAOC's supervisory work through independent and professional performance. This reappointment fully affirms WIPO's recognition of his professional capabilities and the value of his service. As an IAOC member, Partner Jian GUAN's reappointment not only reflects the enhanced voice of Chinese professionals in international intellectual property governance but also enables him to continue participating independently in the oversight and advisory work of global IP governance. In the reappointment notice, WIPO Assistant Director General Andrew Staines particularly emphasized that "independence and availability are core requirements for IAOC members," thanked Partner Jian GUAN for his "excellent work" during the first term, and expressed anticipation for his continued contribution to enhancing WIPO's governance effectiveness from a professional perspective. Partner Jian GUAN has signed the Loyalty Oath confirming acceptance of the reappointment and will continue to participate in international intellectual property governance oversight with his professional expertise, demonstrating the international influence of Chinese legal professionals.

Dr. Jian GUAN is the Managing Partner of Beijing Grandwin Law Firm and currently serves as a member of the World Intellectual Property Organization's Independent Advisory Oversight Committee. With 20 years of experience in the field of international trade and investment law, he has represented the Chinese government in hosting and participating in multiple WTO dispute settlement cases, participated in bilateral and regional trade and investment agreement negotiations conducted by the Chinese government, and represented Chinese enterprises and industry associations in a series of international economic and trade disputes and trade compliance matters, including anti-dumping and countervailing duty investigations, the US Section 301 investigation against China, Special 301 investigations, WTO compliance reviews, and export control and sanctions compliance.
