Grandwin Achieves Another Success: Secures Key Tariff Reduction in Turkey's Anti-Dumping Case on Chinese Hot-Rolled Steel Sheets

Recently, the International Trade Team of Beijing Grandwin Law Firm successfully represented clients in a Turkish anti-dumping investigation concerning hot-rolled steel sheets and coils from China, achieving significant results. Under the leadership of Attorney Jian GUAN, Head of the International Trade Law Practice, the team's professional and efficient legal strategy successfully secured final anti-dumping duty rates of 24.57% and 22.61% for two sampled enterprises. These rates represent substantial reductions of 7.54% and 8.19% respectively compared to the rates initially disclosed by the investigating authority, effectively safeguarding the important commercial interests of the involved enterprises in the Turkish and surrounding markets.

The case was initiated by the Turkish Ministry of Trade in October 2023, involving products exported from China, India, Japan, and Russia. The circumstances were complex and contentious. Facing the serious challenge of the Turkish investigating authority’s early refusal to recognize the cost data submitted by the Chinese enterprises, Attorney Jian GUAN's team promptly adjusted their response strategy, precisely focusing the defense on constructing a complete and credible export price data system. Through in-depth communication with the enterprises and meticulous organization of evidence, the team completed high-quality responses to the initial and supplementary questionnaires within the statutory deadlines.

After the investigating authority pre-disclosed high preliminary duty rates of 32.76% and 30.15% in August 2024, the team immediately initiated emergency response procedures. They prepared professional legal opinions targeting the unreasonable standards and practices in the authority's calculations and submitted them in both English and Turkish simultaneously to ensure the accurate communication of their defense arguments. Through multiple rounds of effective legal communication and defense, the team ultimately persuaded the investigating authority to adopt the reasonable calculation method advocated by the Chinese side in its final ruling in October of the same year, achieving a significant reduction in the final duty rates.

The victory in this case holds significant industry benchmark value: it not only stands as a successful example achieving the largest tariff reduction in recent Turkish trade remedy cases against Chinese steel products but also provides an effective and innovative defense pathway for addressing the challenge of "unrecognized cost data" in similar jurisdictions through strategically focusing on export price arguments. This outcome is expected to save the clients substantial annual tariff costs and solidify and expand their regional market presence.
