Ms. TONG graduated from China University of Political Science and Law and earned LL.M. degrees from Shanghai University of International Business and Economics and the University of Texas at Austin. She combines a solid foundation in domestic law with an international perspective. Specializing in anti-dumping, anti-subsidy, safeguard measures, WTO dispute settlement, supply chain compliance, and international investment, she is a member of the Beijing Lawyers Association’s Panel of Foreign-Related Lawyers and has over a decade of extensive practical experience.


Ms. TONG has led or participated in over 100 trade remedy investigations initiated by nearly 20 countries and regions, including the EU, the United States, Canada, Australia, South Korea, Brazil, India, and Türkiye, covering industries such as steel, aluminum extrusions, tires, chemicals, and food. Familiar with various jurisdictions’ trade remedy procedures, she excels at developing optimal defense strategies tailored to global trade dynamics and domestic industry characteristics, securing zero or minimum duties for clients on multiple occasions and safeguarding their overseas market interests.


In recent years, as global trade policies have tightened, new regulations such as the EU Foreign Subsidies Regulation, the EU Deforestation Regulation, and the Uyghur Forced Labor Prevention Act have raised the bar for supply chain compliance. Ms. TONG has stayed at the forefront of legislative developments, successfully representing clients in multiple EU Foreign Subsidies Regulation investigations and helping them navigate supply chain compliance challenges, demonstrating exceptional foresight and practical capabilities.

  • Thailand Anti-Dumping Investigation on Chinese Hot-Dip Galvanized Products: Helped the client obtain the lowest duty rate among all responding companies by using a “control code” methodology to calculate dumping margin.


  • US Anti-Dumping Investigation on Mattresses from Multiple Countries: Successfully argued for a “trade level adjustment” before the US Department of Commerce, enabling the client to achieve the lowest duty rate among all responding companies.


  • First Administrative Review of US Anti-Dumping Investigation on Passenger and Light Truck Tires from Thailand: Secured a minimum duty rate of 1.24% for the client, resulting in a significant refund of anti-dumping cash deposits and substantial economic benefits.


  • Canada Anti-Dumping and Countervailing Investigation on Chinese Decorative and Other Non-Structural Plywood: Overturned an unfavorable preliminary ruling and helped the client achieve a zero-duty final result, protecting its market share and legal interests.


  • EU Anti-Dumping Investigation on Chinese Electrolytic Manganese Dioxide: Successfully argued for an “adjustment to surrogate values for major factors of production,” obtaining a second-lowest duty rate of 8.2% that provided strong support for the client’s overseas operations.
