Personal Profile

Ms. Jingjing TONG holds an LL.B. from China University of Political Science and Law and LL.M. degrees from Shanghai University of International Business and Economics and the University of Texas at Austin School of Law. She specializes in international trade remedies and export supply chain compliance, with extensive practical experience. She is listed in the Beijing Bar Association’s Talent Pool of Foreign-Related Lawyers.

Over the past decade, she has led or deeply participated in more than 100 anti-dumping, countervailing duty, and safeguard investigations initiated by dozens of jurisdictions, including the European Union, the United States, and Australia, etc. These cases span a wide range of industries—such as steel, aluminum extrusions, tires, chemical products, photovoltaic goods, fiberglass, ceramics, and food—enabling her to develop solid theoretical knowledge and hands-on expertise, and helping Chinese exporters achieve outstanding results in trade defense proceedings.

In recent years, Ms. TONG has focused on tracking evolving international trade legislation. She closely monitors and conducts in-depth research into legislative changes and enforcement practices in major economies like the U.S. and the EU. She has demonstrated exceptional capability in addressing emerging regulatory challenges, having successfully led or deeply participated in multiple European Commission investigations under the EU Foreign Subsidies Regulation, managed numerous supply chain compliance matters affected by the EU Deforestation Regulation, and provided precise legal advice to numerous companies navigating supply chain compliance issues arising from the U.S. Uyghur Forced Labor Prevention Act (UFLPA).

Additionally, Ms. TONG has frequently provided international trade legal consulting services to China’s Ministry of Commerce, China Council for the Promotion of International Trade (CCPIT), various chambers of commerce, industry associations, and corporate clients. Her professionalism and rigorous approach have earned her high recognition and trust, contributing to the alignment of China’s trade law practice with international standards. She has also delivered lectures for local governments and trade associations in Shandong and Zhejiang provinces to enhance enterprises’ capacity to manage international trade risks, and teaches in the foreign-related lawyer training program at Jilin University Law School, equipping students with practical skills and a global perspective.

  • Through solid evidence organization and rigorous legal reasoning, the team successfully persuaded the European Commission to determine that there was no “raw material distortion” in the client’s operations. Ultimately, the client obtained the lowest duty rate among all responding companies, effectively safeguarding its overseas market interests and commercial reputation.

Thailand Anti-Dumping Investigation on Hot-Dip Galvanized Steel Products

  • By precisely identifying the key points of the case, the team proposed a methodology for calculating the dumping margin based on the company’s self-asserted “control code,” which was successfully accepted by the investigating authority. This helped the client secure the lowest duty rate among all responding companies in the investigation, ensuring its stable operation and growth prospects in the Thai market.

US Anti-Dumping Investigation on Mattresses

  • In the complex and challenging US anti-dumping investigation on mattresses from multiple countries and regions, the team represented the client in comprehensive defense. Leveraging keen insight and profound legal expertise, the team successfully advanced a claim for “trade level adjustment” before the US Department of Commerce, enabling the client to stand out among numerous companies from the subject countries and obtain the lowest duty rate, thereby removing obstacles for the client’s overseas market expansion.

First Administrative Review of US Anti-Dumping Investigation on Passenger and Light Truck Tires from Thailand

  • Based on thorough research of case details and relevant regulations, the team meticulously formulated a defense strategy for the client, successfully persuading the US Department of Commerce to issue a fair ruling. The client achieved the lowest duty rate among its peers and secured the refund of substantial anti-dumping cash deposits, directly generating significant economic benefits for the client.

Canada Anti-Dumping and Countervailing Investigation on Decorative and Other Non-Structural Plywood from China

  • The team represented the client in active defense, calmly navigating the challenges of eight rounds of supplemental questionnaire responses. Through in-depth analysis of case evidence and legal provisions, the team successfully overturned the adverse preliminary ruling. In the final ruling, the client achieved a zero-duty rate, safeguarding its legitimate rights and market share.

EU Anti-Dumping Investigation on Electrolytic Manganese Dioxide from China

  • With a professional and rigorous approach, the team participated in the defense throughout the entire process. By skillfully applying relevant laws and regulations, the team successfully advanced a claim for “substitution price adjustment for major production factors.” The resulting low duty rate of 8.2% provided strong support for the client’s overseas market operations.

EU Anti-Dumping Investigation on Wind Towers from China

  • During a special period, the team represented the client and successfully passed the European Commission’s on-site verification. Facing numerous difficulties and challenges posed by the pandemic, the team relied on flexible strategies and thorough preparation to secure a low duty rate for the client, stabilizing its business presence in the EU market.

Canada Anti-Dumping Investigation on Corrosion-Resistant Steel

  • Representing the client in the investigation, the team quickly adjusted its defense strategy in response to an unfavorable preliminary ruling. By proactively organizing evidence and conducting in-depth legal analysis, the team ultimately reversed the situation, helping the client obtain the lowest duty rate among all responding exporting companies in the final ruling, thereby preserving the client’s international commercial interests.

Australia Anti-Dumping and Countervailing Review Appeal on Aluminum Profiles

  • The team filed an appeal on behalf of the company with the Australian Anti-Dumping Review Panel. Through rigorous legal reasoning and robust evidentiary support, the team successfully secured the overturning of the Australian Anti-Dumping Commission’s previous unreasonable determination and compelled it to recalculate the dumping margin, setting a benchmark for defending overseas market rights.

China’s Whole-Industry Response to the Philippines Safeguard Measure Investigation on Ceramic Tiles

  • The team coordinated with the China Chamber of Commerce of Metals, Minerals & Chemicals Importers & Exporters to conduct the industry-wide defense. This involved comprehensive coordination of resources from the Chinese government, chambers of commerce, local commerce bureaus, and enterprises, as well as extensive collection of ceramic tile industry data from both domestic and international sources. Simultaneously, the team actively coordinated with local counsel in the Philippines to gather information on the Philippine industry, conducted deep integration and analysis of vast amounts of data, and thoroughly studied key documents such as the petition and the preliminary ruling report. Based on solid evidence, the team mounted strong legal arguments against the allegations and findings. Ultimately, this led to a comprehensive victory for the Chinese ceramic tile industry in this investigation, which involved a trade value of up to USD 300 million, effectively safeguarding the overseas development interests of China’s ceramic tile industry.
