With over 20 years of experience in international trade and investment law, he has represented the Chinese government in numerous WTO dispute settlement cases, participated in bilateral and regional trade and investment agreement negotiations, and advised Chinese enterprises and trade associations in a wide range of trade compliance and international trade disputes, including anti-dumping and countervailing investigations, U.S. Section 301 and Special 301 cases, WTO compliance reviews, as well as export control and sanctions compliance. Dr. Guan has published more than 20 articles on WTO and international trade law in leading domestic and international journals.
