Grandwin Law Firm Case Selected for the “2025 Lawyer Work Innovation Cases” at the 3rd Legal Times Innovation Forum

Recently, Grandwin Law Firm received official notice from the organizing committee that the case “U.S. Anti-Dumping Investigation and Administrative Review on Thai Citric Acid”, handled by Dr. Jian GUAN’s team, was successfully selected as one of the “2025 Lawyer Work Innovation Cases” at the 3rd Legal Times Innovation Forum.

The selection event was jointly organized by China Democracy and Legal System Press and the Institute of Law, Chinese Academy of Social Sciences, aiming to deeply study and promote Xi Jinping’s thought on the rule of law, showcase the achievements of building a law-based China, highlight innovative practices as examples, and commemorate the 40th anniversary of nationwide legal awareness initiatives.


Rigorous Selection Process


The call for submissions began in January 2025 and drew widespread attention from both the legal practice and academic communities. By August 31, 2025, the organizing committee had received over 1,000 submissions, with nearly 600 passing preliminary review. In early September 2025, the committee invited experts and media representatives from relevant fields to form a review panel, which conducted a strict and impartial evaluation of the shortlisted projects.


Finally, after a highly competitive selection process, a total of 368 entries were recognized as "2025 Rule of Law Innovation Cases and Innovative Papers", together with 120 projects submitted under the special category for the 40th Anniversary of National Legal Publicity. Notably, only 46 cases were selected for the much-anticipated inaugural special category on the high-quality development of the legal service industry.


Case Overview: U.S. Anti-Dumping Investigation on Thai Citric Acid


The selected case involves a complex international trade dispute. In this matter, Dr. Jian GUAN represented the Thai citric acid industry in the initial investigation and subsequent multiple rounds of administrative reviews. The team not only helped clients achieve a lower anti-dumping duty rate during the initial investigation, but also successfully facilitated the termination of the U.S. countervailing duty investigation.


From 2020 to 2025, through six consecutive rounds of administrative reviews, the team achieved full victory, securing a zero-duty ruling for the clients, significantly enhancing their international competitiveness and market interests.


Throughout the case, Dr. Jian GUAN’s team demonstrated profound expertise in international trade law, rich practical experience, and sophisticated application of international rules, showcasing exceptional legal strategy and cross-jurisdictional coordination capabilities.
