Case Summary

· October 31, 2023: The Turkish Ministry of Trade issued Announcement No. 2023/31, initiating an anti-dumping investigation on hot-rolled steel sheets and coils from China, India, Japan, and Russia, at the request of Turkish steel producers.

· The Grandwin team represented two manufacturers and one trader in this investigation.

· After engagement, the team began preparing responses and extension requests. Because Turkey did not recognize Chinese costs and domestic market prices, the focus was on export data and export prices.

· December 11, 2023: Original questionnaire submitted on time.

· April 18, 2024: Turkish Ministry issued a supplementary questionnaire regarding the submitted responses.

· May 6, 2024: Supplementary responses submitted after further communication and clarification with the clients.

· August 8, 2024: Pre-final disclosure issued, proposing anti-dumping duties of 32.76% and 30.15% for two sampled companies.

· The team promptly organized comments and defenses to address unreasonable standards and practices used in the investigation, submitting written opinions in English and Turkish on August 19, 2024.

· October 11, 2024: Final decision issued. Following the team’s professional defenses, the final duties were significantly reduced, achieving favorable results and effectively protecting client interests.
